Raking Pine needles in a rock covered yard? (landscaping, grass, trees)

Every time I rake the pine needles, I get half rock and dirt with it. Hasn't anyone invented some tool that will rake up JUST the needles? Or are there any ideas about putting something else down besides the rocks. Grass? Dozens of patio stones? concrete (yuk)? Have only been in the house a short time and am already seeing this as a big problem. TIA
I have some landscaping rock next to a neighbors fence where all my leaves pile up in the fall. Using a rake I can get some of the leaves but I can't rake "deep" without bringing out all the rock. Wait till things are dry and then use a leaf blower - much easier way to go.
Yes, I know. I have a leaf blower. It blows the leaves up in the air and they land in the neighbor's yard. I think maybe it has too much power. Maybe a smaller one ? And the leaves are not the problem. It's the pine needles, about 3 inches long.
I have a rock dry stream with pine trees above it and needles all in the rocks. I take a broom and sweep as much away as I can and go in with a paint brush and get the rest. I know it's labor intensive but I only do it twice a year. I can hose it but the stream fills up with water and is designed to drain a day later. I can grab the needles that float but a lot of them stay stuck in the rocks. It's labor intensive but it's beautiful as well. I do still miss the fish pond that was there, but it was ten times more work than the rock stream.
