The deer like my sister's lilac bushes too, unfortunately.

Yes, my lilacs and pansies have never been touched but I cant grow a tulip no matter what I try.

The moles LOVE tulip bulbs, I can't grow tulips either.
BUT the moles hate jonquils/daffodils...so I grow those instead.

Years ago when much younger, I would dig a DEEP hole, large enough for a small coffee can, then plant the tulip bulb in the can...then I had tulips, but that got old FAST.

You can't always guess what deer will eat. This morning I found a Rozanne geranium pulled out of the ground and most of the leaves had been eaten. Those are supposed to be very deer resistant. Meanwhile, nearby impatiens were left untouched.

Deer don't bother my lilacs either, they prefer the Hostas and the neighbor's apples. There were 3 over there this morning when I left for work, one buck with a full rack.
