just doing landscaping and was wondering what thougts are on putting sand over the dirt before puttting the preventing weed cover on it cause I then will put rocks.
my ? is would sand also prevent the weeds from coming through the weed cover?

No, sand will not prevent weeds, but it might help with water drainage in your soil.

I would give the area a good shot of a weed killer then lay down a layer of newspaper before putting down the weedblock
Also try to get the professional weedblock they have it at Sams & Costco it should be thick enough that you can't tear it with your hands.
The thin stuff I have found falls apart especially with the rocks.
You still may get weeds, but they will be from the weed seeds germinating on top of the weedblock among the rocks you can either pull them or give them a shot of weed killer with a little vegetable oil mixed in.
