I have been looking for something like this also so I could have something I could work with to paste or put pictures of plants from an idea, I have taken pictures of my garden etc and stitched in with the photo program but its not what I want. Maybe i should check out ebay, tho I haven't noticed anything. Sorry I can't help but I've been thinking the same thing for quite sometime.

There are several out there - here are a couple that I have tried:
Punch! Software
Google SketchUp

The second one is free.

That said, by the time you learn to manipulate these programs you could have designed your garden by hand ten times! The programs are great if you do such designs regularly as in for a job. But, IMHO, designing a home garden with one is overkill.
