If I had to guess without doing the Googles and all, I would say either Scandinavia or Iceland.

You were close, but you had to moved a little west in the northern parts of the British which have less sunlight than Scandinavia, more cloud cover and more rainy weather. Scotland, Ireland, northern England indigenous people have the whitest skin colour as a whole, because of the high frequency of red-heads or gingers, a good number of people having the tendency to freckling, lower tanning ability. Celts are as a whole the palest people, well examplified by the Irish children. Regardless of hair whether light/dark/red they are quite fair("ghost-white as some put it!)

Are you trying to make fun of Black people? Yes it's true that all humans originated in Africa but they were dark-skinned then, they became light-skinned as they moved away and north from the equatorial regions.
