Is the Official US 1940 Census Website still uploading data? I can only see 5 cities in Los Angeles County when there were 45.

I had heard about that. I wish for my own genealogy they might relax that rule to about 80 at least.

That is for the index. Ancestry.com has Delaware and Nevada indexed.

Ancestry.com has the 1940 New York Census indexed. The transcriptionist misspelled my grandfather's last name "Corpier" instead of the correct "Corpion", but I finally found it searching for "Corpi*". I filled out the form to have their database corrected, but it was sure nice to see him listed! He arrived from Cuba in 1930, but apparently missed that census (or I just haven't been able to find him yet), but he does appear with his wife and two of his sons in 1940. It's very cool having their street address

I don't believe they're going in any particular order. All the states are being indexed as we speak, some will be finished sooner than others for various reasons.
