If it is your grandmother's uncle by blood then you are first cousins twice removed. You trace relationships like these through the most recent common ancestor. If it is your grandma's biological uncle then the first common ancestor (this person's grandparent) is your great great grandparent. You count each generation back from the person with the closer relationship to the common ancestor as "x" removed.
The term second cousin is actually misused a lot of the time. First cousins share grandparents. In relation to me my first cousin's children would be first cousins once removed. That is because my grandparents (their great grandparents) are the first common ancestor, but they are one generation removed from me.
My children and my first cousin's children would be true second cousins. This is because their first common ancestor would be both of their great grandparents, eg both of them are two generations back from those grandparents. Their children would be each other's second cousins once removed.
