I live over in England and am trying to search old death notices
from newspapers. These are Pittsburgh Post - Gazette / Daily Post.
They come up as pay for access.
What I am asking is, could they be seen in a local library and would

What website are you referring to? Many libraries and family history centers do offer free access to sites like Ancestry.com, but not necessarily to sites like newspapers.com (even though they are owned by Ancestry.com). It's really down to the individual library whether they offer access to what you need or not - so you would need to call your local library and ask.
That said, Google's Newspaper Archive includes the Pittsburgh Post - Gazette from 1916 to 2007 and it's free: https://news.google.com/newspapers?nid=gL9scSG3K_gC - you have to search them manually but if you already know the date you're looking for, it should be pretty easy to find. There's also a few other Pittsburgh papers available from other time periods too: https://news.google.com/newspapers?hl=en#P
You may also find what you need on Chronicling America, also free (it's from the Library of Congress, a US government site, but when I lived in England I had no problems using it): https://chroniclingamerica.loc.gov/

I did a search on Pittsburgh Daily Post, with just names and found the dates
but was only able to see a small cutting. Having the right date does help me
to ask for a search.
I looking for any thing on Samuel Adams, date I have from the Post-Gazette is
Monday, January 04, 1897. page 5.
