I have had the same cell number for almost ten years, and have kept it even throughout the multiple moves I have made over that time. I don't plan to change it anytime soon since most of my family and friends have this number. However, I did have a second number with Google Voice that I used when I was job hunting in another state.
I don't think it matters these days. Who dials the number? Give it to your friends, they'll put it in their phone, and just hit "send" all the time. I'll bet few people even remember many of their friends' numbers... local or long-distance. lol
I think it may only matter if you are moving without a job and want to appear a bit more local.
My cell number used to be on a land line. It is rather unique and everyone knows me by the number. I'm moving out of state, but plan to keep this number on my cell. I've had it now for 17 years. I'll be getting a land line at my new home so that will be local when I need to give a local number out.
I have T mobile. My local calling area is "the lower 48 states." I live in NJ but have an Ohio area code from 2002. I believe most cell companies have similar policies so no need to change. Find out from your carrier.
We changed when we moved from FL to TN but now that we're heading to ME, as long as our cell carrier is active in the area we're moving, I don't plan on changing it. So few places charge for long distance anymore, and most people use a cell which means you're just a speed dial away, so why bother?
My cell number is from the Cleveland, OH area and I haven't lived there since 2008. It has stayed with me for a couple major moves and don't really have any reason to switch.
Location: Oro Valley, yeah....we are residents here now....

This is a good question, has more to do with convience than anything else I think. The people I know with out of state numbers on their cell when they call I see the out of state number and assume it is a telemarketer. Or in having people call you you have to make sure you emphasize your area code.
