Your 3rd criteria( Warm weather ) should have been put in bold as it appears many posters couldn't read it .

Check out Fayetteville Arkansas ( mild 4 season climate, low cost of living, home of University of Arkansas, good schools )

The only thing I am not sure of is job opportunities, but NWA ( north west Arkansas is headquarters to many huge companies )

Miami/Los Angelos/New York people are pretentious and possibly shallow, but at least they are cool.

NW Arkansas not so much. You would expect down to earth southern charm, but no, they all trying to be Paris Hilton and Jersey Shore, with all the fakeness, but lack the coolness.
