That may be the custom for some apartment complexes, but it's not that way for all. I expect my renters to vacuum and steam clean the carpet and scrub the hard floors, clean appliances, bathrooms, walls, etc. so it's ready to show.
I've only rented one place in the past 40 years -- for 6 months while I was doing some consulting work. The landlord charged me extra because I'd opened the storm windows and it had rained on the (outside of) inside window. There was no A.C. in the place and I moved out in July. He expected me to keep the windows all closed.
I thought that was going a little far. I also left him a dirty oven to clean. I apologized for that, but I just ran out of time and had to get on the road. It wasn't terribly dirty -- I broiled chicken breasts in it a few times. He charged me $50 for the oven and $50 for two windows.
