You might look into Columbia, Missouri. It's a quaint college town (University of Missouri) of about 85k people. COL is low (esp. coming form California I should think). There are a lot of outdoor activities, the schools are good and there is a great deal of emphasis on education because of the university.

Fargo, ND with Moorhead, MN:

A. Excellent air quality year 'round

B. Low, low cost of living - lots of jobs - always very low unemployment

C. Very low crime rate

D. Good schools, excellent liberal arts college & 2 state universities

E. Population at just over 90,000/140,000 with Moorhead

F. Excellent health care facilities

G. Friendly, neighborly people

H. Cold, dry, low snow winters with fabulous Spring, Summer & Fall weather

I. Selected 2nd best medium sized U.S. City (after Portland, ME) by Places Rated Almanac

and more ...

Fargo-Moorhead Convention & Visitors Bureau

I never thought I'd be a Fargo booster, but this city matches your needs for "perfect" as you post them.
