I just graduated! I'm looking for my dream city it has to have
-low rent so not something expensive like nyc & san fran
-near a beach (so a warm temperate location (bye bye chicago))
-artsy. and i mean a HUGE art scene where people can flourish and not be held back by where they live
-safe somewhat for a young woman to live
-city like.

Well, it is not warm year-round, but it is artsy, near the ocean, and is a cool place: Portland, Maine
How about Sarasota, Florida? Beautiful beaches nearby. If it wasn't for the low rent part, I would also suggest Laguna Beach or Carmel-by-the-Sea. They are not city-like but close to big cities.
I'll applaud you if the first place you land is your dream location! Find a lower rung and start climbing! Most cities have artsy areas, don't they? What do you do for a living? What's your degree?
Well it's nowhere near water, but St. Louis actually is good for this. I know lots of people involved in the arts. There is a lot of culture here and the cost of living is low for a metropolitan area.
Despite what you see on the news, St. Louis is actually relatively safe, if you behave safely. Stay out of North City, don't walk alone in Downtown, or certain parts of South City, at night, and otherwise just be aware of your surroundings, but this is valid advice for any city. I've lived in the city for 13 years and no one I know has been a victim of a violent crime. (Everyone I know has had their car broken into at least once. Don't leave anything in your car. Even better, just leave the thing unlocked. It's mostly kids stealing change and CD's.)
Gulf Shores, Alabama is a 12 hour drive south for a long weekend beach trip.

If you forget the beach, perhas Santa Fe or Sedona.
