Im a young 21 year old just wanting a fresh start. For all the people who have traveled all over where would be a good place to restart?

Age 21 IS the fresh start.

Where the skills and education you have accumulated are actually in need...
and where you can actually be hired to do that work. At good wage rates.

(psst: same answer works staying in the US too)

Hope you're not under the illusion that you can move to another country just because you want to. You need to have a parent, spouse or child there, or have a special talent needed by the country. Check the Legal Immigration forum here.

That's the problem for Americans. The U.S. is the only country that allows this. Everyplace else worth going restricts immigration.

Join the French Foreign Legion. Have an adventure and in five short years you'll be able to live in any EU country indefinitely. Plus you can live under an assumed name with a clean record if "wanting a fresh start" means what it sounds like.

Start Googling the consulates of various countries and see what their entrance requirements are. It is unlikely that a 21-year-old is going to meet the qualifications for entry anywhere, except possibly as a student.

For the restricted 1st world countries, he could look into a tourist visa that will let him stay for maybe 6 months. In that time, if the law permits getting a job may enable him to extend his stay.

Also, immigration by marriage is an option in many countries. Say you live there for 6 months and date and meet that "special someone".

It's not impossible. Just need to look at each country individually and their laws/requirements.

Become a Nun and hope they send you to another country for missionary work!

Read Nun's Story/see the movie based on the book starring Audrey Hepburn. She made a great decision with her life! Oh, BTW, its based on a real person, who ended up living in.....USA!

It's hard as heck for a US citizen to move overseas, at least to the first world.

At the other end of the scale, retired with some money, I've run into the same problem. I'd love to move somewhere else forever, but it's essentially impossible (well...really really hard) to move somewhere outside of the third world.

I do like the French Foreign Legion idea, if you don't mind having the Senior Corporal tuck you in at night. Seriously, if I had it to do all over again, I would have seriously considered the idea. They can be rather hard on their enlistees, though.
