Additionally, as of January 1, 2012, HHG brokers will be required to increase their surety bonds or trust funds to the new minimum of $25,000.
When moving interstate, the bill of lading provided by the driver is the only legalcontract between the transportation service provider and the household goods property owner or their representative.
Since move brokers are not permitted to have either drivers or equipment qualified under their Department of Transportation motor carrier operating authority, they are not required by law to provide a legally binding bill of lading to the shipper.
When shopping for moving services, consumers should avoid looking for the cheapest price and ALWAYS research the company or carrier that they plan to surrender everything they own to.
DO NOT USE THEM! They will lie, cheat and steal. A $1300.00 move ended up costing me $2700.00 and my items are ruined. Sales agent Michelle Green will give you a great sales pitch, but will put down something completely different on the contract. Beware.

Picking movers is like shooting Craps in Vegas. We went with Merganthaler, and went back to them again, different guys, a completely different experience.
I am done with professional movers. It either works great, or is a nightmare.
I had two storage units moved from No. Carolina to San Diego, California, in early June, and I ended up paying over twice as much as was quoted. The units were 10x5x8 ft. One was half full and one was 3/4 full, almost all boxes of papers & books, plus a couple of small tables, a small chest, and two speakers. I had no idea of what it weighed, but the estimator gave me a price of a little over $1,500. I ended up having to pay a total of over $4,000. I argued that they had underestimated and quoted low in order to get the business, because any estimator with so much experience should have been able to get a little closer to reality. It was so frustrating because there is no recourse, and the fellow who talked to me as much as said if they had quoted higher I would not have accepted the bid. That is a total scam to me and I wish I had tried to find reviews like this site where I might have taken more quotes.
While I understand your frustration, how can someone underestimate what they can't see?
The amount of weight and scope of services that any moving professional estimates without actual seeing and itemizing all of contents (including their description, dimensions, and density), is a function on the quality and accuracy of the information provided by the property owner.
Just using your description above, ask 10 people how much weigh is two 400 cu ft. storage units when on 1/2 full and the other 3/4 full and you'll get 10 different answers - and each has an equal chance of being right. The winning guess can't be determined until the contents are actually weighed.
