We moved to Phoenix 14 years ago from Maine- the original plan was to stay here 3-5 years. Talk about culture shock! Never expected to meet so many people from the midwest- I think Nebraska and Minnesota must be empty since they are all down here!
The Midwest influence, along with the out of this world California ditziness makes Az a very weird place to live in. Not too many New Englanders venture down here.
Needless to say, we are ready for a new adventure...maybe the Pacific Northwest?!

My husband and I have considered relocation from Indiana, a nice place to live where we are not miserable or even unhappy, in part because of seasonal depression for some of our family members.
We have visited Phoenix, AZ and the Sacramento area, both the nicer suburbs and have made a point to go the the grocery store etc. What I noticed most is that the women out West seem happier, they smile more readily. More positive energy.
I lived in Southern Ca for 5 years, and have family I always visited and know that there can be rudeness and disconnect compared to the Midwest. I am talking about overall well being. Long cold winters can be hard on one's emotional state. Lack of sun affects our mental health.
I think that climate does make a difference. Also people are more accepting and tolerant of difference in some areas other than the Midwest.
Here's a great example of regional difference: the other day I ran into the drugstore after an afternoon gardening in my lowish cut tank top. A heavyset woman with bobbed hair and a sweater set glared dissaprovingly at my cleavage.
" That would never happen out West!", I thought to myself.
Outside the store my cart started to roll off the curb as I loaded my car, and the same woman called over to me to warn, and we laughed as the cart fell over anyhow.
In another city, she might not have cared less that I was revealing too much, might have weighed 20 lbs less herself, but she also might not have been so helpful!
There's a trade off to consider with regional differences. IMHO.

The tank top I had on was not VERY low y'all. It was from Target, not Victorias Secret

i experienced a real culture change when i moved back to the area where i was raised after being away for many years---i lived in other areas such as the south and metro nyc,but here in the small towns of nepa i am appalled---people stealing things from porches, mailboxes,in broad daylight, neighbors becoming offended when you won't let them tap into your wires and cable,or let their kids play in your yard or on your porch, others blocking your driveway with their pickups and becoming annoyed when you ask them to move--i could go on----guess myself or the area has changed---will be going back south soon as i can!
