Businesses and individuals are being priced out of the real estate market in MD/DC/Northern VA and the next most likely location south is Richmond. Already Amtrak is talking of increased service to/from Richmond on its Northeast Corridor route and there are plans for a Raleigh to Richmond High Speed Rail line. Richmond is the capital of Virginia, a number of Fortune 500 company headquarters/major facilities, home to a few universities and a major medical center....so it already has significant infrastructure. It's the first major metro south of the Northeast corridor of cities, yet the real estate prices are significantly lower. There are some excellent school districts, low crime in those districts, and a relatively mild four season climate which makes for a good quality of life.
Also the Maryland Eastern Shore is next as up and coming especially Salisbury, Easton, Ocean City, and Southern Delaware. They just started a new extension of the DC 2 NY Bus Service to the Maryland Eastern Shore.

Pittsburgh - Nice COL and the city has been making tons of Press around its resurrgence....NYT and Forbes seems to have a love affair with the Burgh....

"Up and coming place in the USA?" Last time I checked, most of this country was pretty much already here. Oh wait...I get it! You mean places that the real estate industry has suddenly declared to be "hot." Places where yuppies, hipsters, trustafarians and assorted people with more money than they know what to do with are moving in and pricing out the original residents, right?
