The city I live in , Yakima WA , doesn't feel like a small town because of the crime, gangs and drive by shootings. If you were dropped off at random anywhere in the eastern half of the city you would guess you were in a bad neighborhood of a big city. Although there is close to 100K here(and 200k in the metro) so I suppose this isn't technically a small town.

Battle Creek, Michigan (51,000) seems like it belongs here.

So does Youngstown Ohio (now has a population of under 70,000)

Steubenville, Ohio (population 18,000) also up there.

That's going on skylines. Not sure if any would be considered small towns. Even Steubenville, while never topping out at over 37,000, has always been a "city" that probably always seemed way bigger than what its population ever was (basically was Las Vegas before the mob took gambling to the desert.)
