Anyone have a suggestion on where to move? Here is the criteria:

2500 - 2600 sq. ft. home - less then $400k
great public schools (scores 85% and above)
some snow OK but high sun index
very low crime
low traffic
nice job outlook
lots of sports and activities for kids
lots of potential friends for our daughter

Is this nervana or is there such a U.S. area?

Thanks so much as we are looking to move from the high crime, high tax, high traffic state of Maryland into a more family friendly environment. Any families who have daughters in the 5-6 year old range (our daughter is 6) PLEASE respond!

You might want to look into Raleigh, NC. Has just about everything that you are looking for,and reasonable housing prices too. Particularly look into Cary, NC. It is a bland place, but that may be the nirvana you are looking for .

Denver might be your best option. You might also want to research into Madison Wisconsin. It is a Great town. I suggest Madison, because I saw Milwaukee on your list. Milwaukee has a growing crime index, thanks in part to weak leadership in the city.
