Definitely a lot in Minnesota, however it often comes with tall, muscular physique. Not exactly the beautiful blondes you see in magazines.

Minnesota has tall muscular blondes because thats the way most stereotypical natural blondes look like,
Scandinavian, Dutch, german (all who are usually blondes) peoples are usually massive on height with big builds.
I'm not sure which state but as a region the midwest have a fair share of nortic and northern european ancestry imigrated here so I'm sure there will be plenty of natural blond girls.
It is extremely rare to find someone who is naturally blonde as an adult. By then it usually turns into a dark blonde/light brown.
When I was in Portland, Maine I noticed a lot of people with dirty blonde hair and dyed light blonde hair. Dark brown hair isn't common there. If you look Italian or Greek you will stand out more than a platinum blonde.
Also in Fort Lauderdale and West Palm Beach it seems like 95% of women down there are blonde but I don't think its natural. The neighboring city, Miami does have its fair shares of blondes too but 75% of them are Hispanic and its also not natural.
I think it's 5% of Americans who are naturally blonde. Some blondes may die their hair lighter as well. Btw, some Hispanics are naturally blonde. I think about 7% of Argentines are of German descent. There are blonde Italians too (in Argentina). I'm not sure what percentage of those in Miami are natural, but there are a few.
