Our city is a good candidate for worst police in the world. They disrespect everyone they come in contact with. I think this area attracts people because it is one of the most secluded places in America.

San Francisco has a pretty terrible police force. This is the reason why the craphole smack right in the middle of downtown known as the Tenderloin has a crime rate that is exponentially higher than the city average. Tourists are pretty regularly victimized in the Tenderloin.

SF Tenderloin Crime Surge Linked To Drop In Police Patrols CBS San Francisco

Gang bangers and criminals know they can literally get away with murder in many parts of San Francisco. Most murders are unsolved in The City. Police aren't even a big presence in SF like they are in NYC. The Mission District has experienced some of the worst gang violence in years this year. But this is business as usual in Frisco:

San Francisco neighborhood sees 3rd murder in week (http://www.sfgate.com/cgi-bin/article.cgi?f=/n/a/2011/09/06/state/n123810D67.DTL - broken link)

Not to mention the largely non-Black police force in San Francisco is scared sh*tless of the historically rough heavily Black neighborhoods in the city and refuse to patrol those areas. The neighborhood I used to live in known as Lakeview is patrolled by the feds, not the local police force:

Albuquerque has a corrupt and crime ridden police force. Almost weekly a cop gets arrested. They are also being investigated by the feds for so many police involved shootings over the past 2 years. APD and the state police once had a brawl.

Per the Justice Department, the honor of "worst" could go to Puerto Rico.
