Wow, sounds great!

A few issues...

#1... the place you described sounds expensive. Native Americans don't tend to have influence in expensive areas.

#2... in the US (I'm assuming based on Native American but I guess you could mean South American or Central American natives), the mountains tend to be on the opposite sides of states from the oceans. You get one or the other, not both without a drive of a few hours.

#3... places with good salaries and growing businesses tend to attract people... people take up space... therefore there are no wide open spaces.

#4... warm weather + oceans does not equal 4 seasons. Because the warm weather will cause a warm ocean, you won't get the 4 seasons.

All that being said, apart from the insane property taxes which aren't meantioned as a deterent on your list... I still believe South Jersey is hard to beat. Being centrally located between D.C., Baltimore, Philly, and NYC with the ocean just to the East and being located in a temperet band of the US for mild if not a little chilly winters... it really is a lot of great things.

San Diego, CA

Mild coastal climate to true 4 seasons only a half hour away in the nearby mountains. Wide open spaces if you can afford it close to the coast or lesser priced acreage further east. Cultural diversity. Native American influence by virtue of the many nearby casinos on Indian reservations. Excellent salaries for well educated professionals. Growing high tech, biomedical, medical, etc. industries. Leans conservative but liberal minded folks are in good numbers. If you have the capital or skills in demand this can be a great place to live.

The west coast has a range of coastal mountains, although in southern cal they kind of disappear and move inland. However, the Oregon and Washington coasts do have 4 seasons and native American influence.

Oregon has 3 1/2 seasons as does Washington. We have the coastal range and the Cascade Range in the valley. We have lots of wide open spaces since we have urban growth boundaries in both states as well

So what you are looking for Oregon has
warm weather, yes in the summer, winter tends to be around 40.
4 seasons, yes if rainy season counts as winter
wide open space yep
the arts Yes in Portland
cultural diversity minimally acceptable in Portland. Oregon is overwhelmingly Caucasian.
native American influence Yes
good salaries No our cost of living is high compared to salaries. That's the price you pay for mountains and a coast in the same state just a couple of hours away from each other.
growing businesses yes as long as it isn't timber
liberal yes in Portland and Eugene. The rest of the state is moderate to conservative
progressive attitudes Not sure what this means. Oregon is a funky state politically
mountains Yep, have those
ocean Yep have that, but it is cold ocean. Only crazy people in wetsuits surf the ocean up here.
great energy this is subjective, but I think Portland has good energy.

Portland Oregon meets most of your criteria. Bend Oregon might also work if you don't mind a smaller city.

Haven't you ever heard the song Billy the Mountain by the Mothers of Invention? His wife Ethel is a tree living on his shoulder (a ridge).

Let me know if you find your specified "Paradise" this side of the heavens because we will move there too! Hubby and I are smitten by San Diego weather and cultural diversity but the ability to own a home (instead of rent), good jobs, family and friends keep us in Minnesota. It could all change later, but right now we think we want to retire in Panama.

In terms of warm weather for four seasons, you'll have one or the other. One can have a mild four season climate however. That said, I would recommend Asheville, NC. The only sacrifice is proximity to the ocean.
