Born and bred PNWers sound like Canadians. Not the transplants that now outnumber them, but probably actually from here, sound very much like the people of Vancouver BC.
As for Southern influence, in the Southwest, I think so.
Many Southerners left the South following the War of Northern Aggression(including one of mine) and settled out west. I don't know if others agree but I think Oregon looks a good bit like Virginia(except the desert).
The Southern accent is beautiful where ever you hear it. Of course I'm a little biased.
