And in many spots creating the same gridlock on the interstates that the interstates were built to relieve. Sometimes you're much better off taking the backroads.

Any midsize city in the midwest exhibits the behavior described. Rockford is just one of many.

Rockford's extreme. Compare to Des Moines, Madison, Green Bay, Cedar Rapids, Kalamazoo, e.g.
