the states that allow the counties within the states do not claim that they charge personal property on vehicles, i went on the state websites in virginia, maryland, north carolina and they claim they don't charge property tax on vehicles, when i got to virginia only to find out that each counties charge PPT, same with maryland and north carolina, so you have to be careful in your research, you have to search within the counties not the states

If this is a % of overall worth, as described earlier, it would discourage some people from upgrading, just like with homes and high property taxes.

Virginia has a ridiculous one where you pay 4.5% of the asses value of your car every year. It's considered a personal property tax. California doesn't have an annual tax. Just annual registration fees.
