To me, those in the Pacific NW and Northern New England seem to be most likely to fall into that "Plain-Jane" (and the male equivalent) category.

Like, why does it seem every gal or guy in Seattle, Portland or Vancouver is ready to take on a hike, yoga session or hug a tree?

Some say the women in San Francisco and Seattle [also Portland Oregon] tend to be "plain" since they do not wear much make-up. But I haven't noticed that in my visits to San Fransisco though I do know that it has a sizable lesbian population that seem to not be that interested in cosmetics. Anyone ever notice how Ellen Degeneres seems to avoid makeup? It may be a bit of a generalization but lesbians seems more likely to go easy on cosmetics and that is fine with me. I think natural beauty is better in general though a woman all dressed up and in makeup can be a knock out also.

Default outdoorsy states in general

If we're talking about white people, Northern California I agree with. Idaho is also unimpressive; many dirty, outdoorsy guys with tattoos and not so nice faces.

To me it beats a couch-riding, canned beer-swilling slob who doesn't recycle...different strokes for different folks.

Go to the upper middle class to wealthy parts of Dallas if you want to see dolled up women and Abercrombie and Fitch guys. In fact Dallas would make most people in Portland's skin crawl. That said, Dallas has a lot of beautiful women and studly guys to look at.

I agree there are not a lot of physically attrative men and women in the NW, especially Portland. Riding the MAX in Portland people watching can be glomy and depressing, like the weather. I also noticed the Raleigh-Durham area in NC has a lot of Plain Jane types.
