It's all subjective, but St. Louis is an extremely underrated city. Having been among the top 10 largest US cities for 120 years, it really packs a punch for those who appreciate originality, history, culture, character and architecture.
Careful, you get hated on these forums for not bowing and scraping before the ordained great cities of the the USA.
Chicago...The food, architecture, and lake front.
Portland...The food, the way it feels bigger than it really is, and the natural beauty. It is a really green city.

I agree that St. Louis is one of the most underrated cities in the country. I had the option to move practically anywhere, but I chose to stay in St. Louis because it's wonderful (for the people who give it a chance).
Ugh. I hated living in SD and don't even enjoy it much as a visitor.
I don't know what my favorite is, but there are several that I know I like. L.A., Oakland, and Long Beach in California. Back east, it's hard to not love NYC and Chicago, at least IMO, but there are other nice cities I enjoy like Nashville, Cincinnati (as a visitor anyway), and Key West. I also remember enjoying Fort Worth and Austin when I visited them 15 years ago, but, given Texas' rapid growth, I'm sure those cities have changed quite a bit in those 15 years.
