Thats very true.
In Maryland, whites are generally tolerant or not racist but there are some parts that are racist. Southern MD is a good example, theres suburbs and small towns that used to be all white. Now they are diverse and more whites are actually moving out of those places. It isn't rare to see hate graffiti here and it wasn't that long ago when someone hung a black baby doll on a tree.
Maryland has a lot of racial tension. Ever been to the Baltimore area? Skinheads galore.
I don't know about all that....Some whites are just better at hiding their racist feeling not to mentioning there being different degrees and types of racist...That's what I'm talking about..Covert racist whites are more politically correct but generally show there racist nature in their actions such as fleeing their towns/neighborhood once black folk move in or avoiding blacks while walking in the street, etc where as more hardcore racist whites are more blunt (and though few have the guts to say anything to our face do coward acts like the racist graffiti or that hanging the black doll incident you mentioned...Both are racist but just different forms.
Being black in general no matter what region you reside you will still have to prove something...And I don`t think that is the case. The job market in the south is far better than the north so that could be one of several reasons why blacks are moving back to the south.
No disrespect to the North but the black kids down south have higher graduation rates than up north. If the North is so great why is this the case?
Where did you get that from? I can show high schools here in NY State where the Black graduation rate is actually higher or on par with the White grad rate in above average to very good schools with above average to very high graduation rates, urban and suburban. Some of these schools range from being mostly or pluralistically more Black to having small, but noticeable amounts of Black students. So, it all depends upon the school. Here's some examples: http://www.greatschools.org/cgi-bin/ny/other/353#toc

Is it racist to not want to live in any area that will soon go downhill in terms of crime? Is it racist to give a cold shoulder to young thugs, old panhandlers, and various people who want your attention for no good reason?
Northerners just have healthy self-respect and boundaries. Sorry for that?

That's true, you don't know exactly why people are fleeing. When push comes to shove, those who can move will move if they feel that their neighborhood is diminishing (black or white or whatever), whether it's because of racism is difficult to measure.
I notice more racism against white people than from white people, yet that's considered okay for some reason. What is interesting is to hear the perspective of black vs. white in America from those who came here from another country.
