What city/areas in the USA would be most suitable for living for English second language Europeans?

Some Americans in some areas of the US get confused if you will when they meet non Americans.

I would say anywhere. 19.6% of US residents speak a language other than English at home, but if you want to be sure, most areas over 150,000 people have sizable populations of non-native English speakers.

I don't understand why Americans would become confused when meeting foreigners.

I think you mean indifferent. We are indifferent towards foreigners and foreign things, except Toyota Camry's, le Big Mac, and tacos.

I have always thought it was interesting to meet people from other countries but Western Europe being especially interesting.

Maybe the DC Area?

That's an overused stereotype. America is about on the same level as their European counterparts. Also, America is substantially larger than European countries.

NYC most likely, if you only can afford to live there. Though, compared to many "big" European cities, it's still relatively affordable. Has immigrant groups from probably every place on earth imaginable. Friend of mine spent 10 years as an expat, commented that no matter how funny your accent is, you'll blend right in. There's going to be tons of people who will have an even funnier accent than you.
