According to Wiki, Manchester, NH is 91.75% white.
Portland, OR is also pretty white at 77.91%.

Portland has a very disproportinate population across the board and racial makeup is way up on the list. I think it is better for an area to be more mixed with a broad range of nationalities and races etc in its population. Portland has other races represented but it is very minimal, so yes for a big city in this day and age Portland leads in the bigger cities that are white. Salt Lake City is probably way up on the list also.

While not a big city with a population just over 63,000; St. Clair Shores, MI is 96% Caucasian. Sterling Heights and Warren, Michigan are both over 100k and are right around the 90% mark for Caucasian as well.

Scranton, PA is around 92% white. probably about 2% black, 4% hispanic, and 1% everything else.
