If you live in a city with 98% white people, how do they treat minorities?
Do they tend to be more racist because they're not used to them, or are they less racist because they don't think about the negative stereotypes of race?

Ditto for Vermont. Maine and Vermont both are around 97% white and both states year after year jockey for being the whitest state in the country, but really only a few decimal points separates the two so it's not a massive difference (I believe at the moment, Vermont is the whitest by a smidge). Even in their largest and most diverse cities of Burlington and Portland, the population is still upwards of 90% white.

A lot of the northwest is like that. Many many towns and cities in WA., Ore. Idaho, Utah and Montana are that way.

The whitest major city (500,000+ population) is Portland which is approximately 75% white. Daly City, just outside of San Francisco, is about 50% Asian... but that includes a variety of nationalities - mostly Filipino, but also Chinese, Vietnamese, Indian, and so forth. http://www.city-data.com/city/Daly-City-California.html
As for a "White city"? Like other posters said, there are tons of them across the country, but just not many big cities... and actually, that's one reason I love living in them.

I've seen both.

The answer depends on the people involved and whether they feel threatened by outsiders, in general.

Let me just state, though, that most people are generally welcoming and may have a passing curiosity, if anything.

I'll assume you haven't been to Providence in a while.. Providence is well under 50% white at this point in time. It breaks down like this, the East Side is probably 98% white and the rest of the city is about 15% white. My city, Warwick (pop. 85,000) is a few miles south of Providence and it's population is 95% white. Most of Providence has become a haven for those who make a living collecting that government cheese and most of them are Spanish and Black.

Not many large cities have huge white majorities but any statistic about cities is misleading. Alot of urban areas are majority white-even Atlanta but probably not LA. Too found out exacts search county demographics.

Yes, the ethnic/racial data on the site is from the 2000 Census.

The American Factfinder website (where I got my Atlanta and Los Angeles data), which is run by the U.S. Census Bureau released figures not too long ago that were updated for 2005, including various demographic data for states, counties, metro areas, and for cities with a population of 65,000 or greater.
