Major cities, no. Smaller cities, not quite. Smaller towns, yes.
The whitest major city (500,000+ population) is Portland which is approximately 75% white. There are several sizable cities (100,000+) such as Spokane, Boise, Sioux Falls, Billings, Lincoln, Manchester and Detroit's large suburban cities that hover somewhere around the 85-90% range. There are plenty of small towns across the country however that are 98% white. It's actually the norm in northern New England and the upper Plains outside of a handful of smaller cities.
The most Chinese city in the U.S. is Monterey Park, California in the San Gabriel Valley which at the time of the 2000 Census was 41% Chinese (and 62% Asian as a whole, one of only a handful of majority-Asian cities on the U.S. mainland). Many of the cities in the San Gabriel Valley such as Alhambra and Rosemead have very large Chinese populations, where 1/3 or more of the city is Chinese.
And for the record, as of the most recent findings in 2005, Atlanta is 59% black (not 80%) and the city of Los Angeles is 49% Latino as opposed to 70%.
