In the Philadelphia area, while census tract 202500 in Cheltenham Township is 58% Black and has/had a median household income of $66,546(5,850 people); it has 2 census block groups that fit the criteria and within a very good school district. Census block group 202500-1(in Wyncote) is 81.74% Black with 1,220 people and has/had a median household income of $117,313(10-14 info). Census block group 202500-3(in Glenside) is 61.77% Black with 933 people and has/had a median household income of $113,264.

Student enrollment in the Cheltenham SD is pluralistically, if not predominately now, Black.

According to 2010-2014 census information, Country Club Hills is 83.78% Black out of 16,752 people. Its median household income is $60,100($61,458 for Black households, $61,497 for the Chicago metro and $57,166 for IL for the same time period). So, it appears to be a straight middle class, predominately Black community. In its SE corner/portion of the community, the median household income is in the $70-84,000 range.

There are a couple of census tracts by the zoo that are examples of this(Sequoyah and Chabot Park). Census tract 410000 has a median household income of $107,113 and is 40.58% Black out of 3260 people(10-14 info). It was 49.7% in 2010. Census block group 410000-2 is 66.68% Black out of 2,191 people and has a median household income of $110,262.

Census tract 409900 has a median household income of $104,410 and is 45.98% Black(was 54.1%, 3308 people in 2010) out of 3,321 people(10-14 info). This tract has a couple of block groups that are predominantly Black with 6 figure median incomes. Block group 409900-2 is 53.54% Black with a median household income of $131,154(about 620 people). Block group 409900-4 is 59.63% Black and has a median household of $117,114(about 900 people). Block group dash 1 is pluralistically more Black at 42.54% Black with a median household income of $115,250(785 people).

While maybe not affluent, there are parts of Philadelphia south of West Cheltenham Ave in parts of East/West Oak Lane and Olney that are predominantly Black and could/would be considered to be middle class as well.

There is also a census tract in the far SE corner of Cheltenham Township that is more Black in plurality(census tract 202202 is about 38% Black with about 3200 people) and has a median household income of $100,650(10-14 info). So, there are some potential options on both sides of West Cheltenham Avenue.

There is a census block group in the Elkins Park area of Abington that comes close(about 36% Black and a median household income of $127,626 with 1700 people).

There are a couple of census block groups in the Randallstown/Owings Mills area of Baltimore County that are predominantly Black and have 6 figure median household incomes. Block group 402504-2 just west of Randallstown is 77.4% Black out of about 2000 people and has a median household income of $126,167. Block group 492401-2 in Ownings Mills is 65.4% Black out of about 1800 people has a median household income of $100,625. Another census block group in that area(402509-1 just north of Randallstown HS) is 82.8% Black out of just under 3000 people has a median household income of $108,140.

Census tract 402603 (near McDonough HS/in and just north of NE Randallstown) is 76.4% Black out of 6150 people and has a median household of $105,104($108,713 for Black households, $70,311 for the Baltimore metro and $74,149 for MD, 10-14 info).
