That said, I disagree on your gender assignment for NYC. It's definitely a female and she doesn't take crap from anyone.
Not entirely so, I know two girls named Austin.

That's not what OP said at all. Read:

OP said nothing about whom cities are named for. It's pretty clear the idea is to think of city names that sound masculine and city names that sound feminine.

Victoria, Texas, is named after a man -- Guadalupe Victoria , the first president of Mexico. It is on the Guadalupe River, also named after him.

Also female names are all the cities in California that begin with Santa: Santa Barbara, Santa Cruz, Santa Clara, etc.

Here is the current list (2013) of the most popular girls baby names in America:
4. Charlotte (NC)
7. Madison (WI)
11. Harper (KS)
21. Taylor (MI)
28. Savannah (GA)
33. Kennedy (TX)
40. Sydney (MT)\

Another androgynous one would be Glen Ellyn, Illinois. And Albert Lea, Minnesota.

Quite a few state capitals are essentially feminine names:

Atlanta
Augusta
Helena
Annapolis
Santa Fe
Columbia
Olympia
(Columbus and Olympus would be the male forms of those names.)

But how can you determine if NYC is male or female? No he was asking for cities that are boys or girls names or can be. I dont know anyone named New York City do you?
