Any time. Big cities offer their benefits to people at every stage of life. Little kids, college students, older professionals, retirees, whatever. I've lived in some big cities at different life stages, and it's been interesting to experience the city in different ways as we've had different needs. Next up: NYC with a preschooler, which will definitely be a different NYC than when I spent so much time there as a grad student.
I suppose if I could ONLY spend five years of my life in a big city it might be (if having a kid) the first three years before having a baby, and the two years following. If I wasn't having a kid, maybe 35-40, as I'd be more likely to have the time (or at least more flexibility) and the money to enjoy both the cheap and the expensive offerings of city life. Really, though, if you like big city life then there's no bad time, assuming you can afford to do it.

While working, I lived in the Boston metro, KC and Houston. I retired this past December and we were not interested in the cliche of golf courses and 5:30 dinners. Instead, two days after I walked out of the office, we sold one of our cars and hopped in the other to begin the drive north to Philly. We bought a place in the heart of Center City and haven't stopped running around since we got here - theatre, museums, restaurants, happy hours, etc.
There is no set age for enjoying a city - only a mindset.
