I've always read that same thing every time I look up anything about Minneapolis, but from personal experience I've never ever felt it was particularly muggy at all.

Upstate NY isnt really that humid and i think Rochester, Albany, and Buffalo could fit all your parameters, too. Oh and i aso agree with spokane, but not really boston.

tough call. Pittsburgh comes to mind, but it can get humid in the summer.
