I'm looking for a city with high rises, surrounded by forest, that's not always cloudy and rainy, and isn't humid. Oh, and outside of California. I know this is a hard one, so thanks ahead of time.

No where in the West. Not even California, NorCal is pretty rainy/foggy. Colorado Cities or Salt Lake City are fitting the criteria except forest. They are near forest though not in .
