Any northern tier state with mixed hardwood forests. Lived in Maine for 20 years, wife is from Mass; didn't see anything particularly different about Fall color there than here in Michigan in the fall. If anything the fall color in New England was less consistent year to year.
The Great Lakes area.
I'm in northeast TN and while the fall colors in this area are quite pretty, they just don't have the same vibrancy as areas further north IMO.
