Access to adequate medical care for seniors
Low crime
Not too much snow (so the Great Lakes are out)
Not too hot (so Florida & Gulf Coast are out)
Water you can get in without a wet suit (so most of the West Coast is out)
Within easy driving distance of a beach
Maybe the Outer Banks? Not too sure about healthcare access their, tho. I always thought that the Florida Gulf coast was a tiny bit cooler than anywhere in the south- they have the Gulf breeze to provide a smidge of relief.
Myrtle Beach and Wilmington are pretty hot and humid in the summer. Virginia Beach (already recommended), and areas west of the beaches of Delmarva and south Jersey would hit most items on your wish list. There is pretty reasonably real estate as you move further from the actual beach, and DE in particular has low real estate taxes.

Myrtle Beach/Wilmington are warm and humid during July and August pretty much like anywhere else on the eastern seaboard. North of Virginia Beach one hits colder weather, cold water and much higher property taxes (NJ in particular). Delaware's low property taxes are great but it isn't very "beachy" from October through April.

Two things:
1. MB and Wilmington are consistently hot and sticky for about 4 1/2 - 5 months out of the year, at least by my standards. The average afternoon humidity in MB is above 60% from May - September and here are the year round temps: Myrtle Beach Temperatures - Annual Temperatures and Weather for the Grand Strand. I can understand that for people who live year round in hot and humid areas, however, these figures may seem more temperate.
2. Given the OP is looking for places with not too much snow, I presume they are not looking for a long beach season. I personally prefer the shore during the shoulder season:
