From my quick look, Long Beach, CA (my birthplace , and bigger than Arlington).....but Washington, DC if you want to get technical.

Yup. The largest one, that's also largest in its county, might be Plano as it looks to be noticeably larger than the seat of McKinney. Although Plano apparently extends beyond Collin County and into Denton. Some sources say Anaheim is or was bigger than the seat of Santa Ana.

I know a fellow who was a county commissioner of a county that includes a state capital that wasn't the county seat. Let's see how long it takes you city-data folks to figure out where that is.

Prince Georges County Maryland = just going by the population with the official municipal limits, the largest city is Bowie; county seat is very tiny Upper Marlboro

Worcester County Maryland = largest city, Ocean City; county seat, either Snow Hill or Berlin ?

Pittsylvania County Virginia = lagest city, Danville, county seat, Chatham

If you're going to include un-incorporated cities, then Maryland also has

Howard County = largest populated area, Columbia; county seat, Ellicott City

Charles County - largest populated area, Waldorf; county seat, LaPlata

St. Marys County - largest populated area, Lexington Park; county seat, Leonardtown

Queen Anne's County - largest populated area, Kent Island; county seat, Centerville

Arizona http://www.city-data.com/city/Arizona.html

Cochise County - The seat is Bisbee, but Sierra Vista is over seven times larger.

Gila County - Payson is larger than the seat of Globe.

La Paz County - Quartzsite is slightly larger than the seat of Parker.

Mohave County - Lake Havasu is bigger than the seat of Kingman.

Navajo County - Show Low is around twice as large as the seat of Holbrook.

Pinal County - Casa Grande is around twice the size of the seat of Florence.

And I was going to do Arkansas next, as Arizona doesn't have that many counties, but I'll wait for later.
