Sacramento has a lot of neighborhoods where blacks and whites are near equal but there is usually a near equal number of asians and or latinos as well

There are also mostly White or Black neighborhoods that still have their share of people of other backgrounds too

Sacramento is a city where the black population is generally more upscale/middle-class than much of the white population.

Interesting....Is that due to the military and government presence?

In my immediate census block in Buena Park of Chicago:

Total: 6,469
White: 3,968 (61%)
Black: 1,217 (19%)
Hispanic: 898 (14%)
Asian: 386 (6%)

Within the central 6 census tracts that are less than a 10 minute walk from my condo building:

Total: 26,311
White: 13,211 (50%)
Black: 6,825 (26%)
Hispanic: 3,346 (13%)
Asian: 2,929 (11%)

Certainly not "perfect" diversity, but for the USA, and especially a northern city, it's fairly diverse. I live in a building of 12 units, and we have whites, blacks and hispanics.

Ironically, two of Louisville's poorest neighborhoods are among the most mixed.

Portland Portland, Louisville - Wikipedia, the free encyclopedia

As of 2000, the population of Portland was 11,811,[3] of which 71.7% are white, 24.5% are black,

The racial makeup of the CDP was 38.15% White, 58.08% African American,

I can easily pull up some stats of block groups/census tracts (like a neighborhood) in big cities that appear to be racially mixed (with around equal of black and white). BUT, there are very few stable mixed areas. This meaning mainly that one race is leaving at a high rate, while another is moving in or just staying, mainly white flight but on a less exaggerated scale. Or say if you had public housing that was majority black but in a mostly white neighborhood, if that public housing was demolished the black population might decrease dramatically.

For example, in the area of Cleveland I'm from (Clark-Fulton) it is racially diverse, but a lot of the block groups lost up to 30%-50% of their white population just within the last 10 years. And in nearby Tremont, majority black public housing was knocked down around 2003 reducing the black population by nearly 50%.

Here's a good tool to use: Interactive map: 30 years of census data - The Washington Post (especially look at the "percent change" and by each race)

It depends, as some neighborhoods in cities have always been integrated to some degree or became that way, as the middle class grew within certain groups in an area. For instance, this census tract shows that the household median income for all groups is above the national and state figures for household median income: Census Tract 004600 in Onondaga County, New York
Census Tract 004600 in Onondaga County, New York Income and Careers

A number of North Jersey suburbs of NYC:

Montclair, Maplewood and South Orange all are well off and have sizeable black populations.

Oak Park next to Chicago is similar.
