I haven't been to many major US cities and I am looking to the possibility of moving to one soon. I'll just throw out some attributes and to those who are experienced with cities can link me to cities that would be a good fit.
-I would like to work in a field with a large international scene
-I have language profeciency in German
-I enjoy more locally owned shops and stores with as few chain stores as possible
-I enjoy great parks that are active
-Socially lliberal environment
-Economically moderate
-Nice waterfronts
-Techno/Electronic music scene
-Good beer
-More so diverse by culture, not just by ethnicity
-Good contemporary art scene
-Moderate climate would be a plus
-Street life, such as food carts, walkability, shops, cafes, etc

How would you prioritize these from most to least important?
Probably most emphasis on "international environment, socially liberal, diverse culture, waterfronts, parks, city street life and no chain stores."
Everything would be a solid plus.
New York City, San Francisco, Washington DC, Los Angeles, Boston and Chicago are going to be the top cities for those criteria overall. Seattle and Philadelphia get honorable mentions.
Basically, if you want a city that "has it all" in terms of what you're looking for, then go with New York City. But since New York City is very expensive to live in, the other city options are good alternatives.

Hmmm, NYC, Boston and Seattle seem to peek my interest thus far.
NYC while offering much of what you look for is absurdly expensive. Seattle while not as expensive in my opinion is kind of isolated in terms of access to other cool cities to visit. I think Boston offers a good mix for the OP in terms of meeting most of the criteria, a more favorable cost of living and proximity to many other cities which share similar traits.
