A little more on SACRAMENTO based on you criteria:

Car Friendly: Excellent; this is California afterall; I think we invented car-culture.

Great short trips; Redwood forests, Alpine Mts, Rugged coast, SF, Wine Country, Gold Country, Monterey, Lake Tahoe.

Affordability: Good, housing is cheap to moderate again.

Culturally and racial diverse: Yes, yes and yes; however, compared to east coast we lack cubans and puerto ricans, but all other latin groups are here. Larger share of asians compared to most other places; lesser share of blacks than the south. For white groups: we have a larger share of Russians and Ukranians than most places except for NYC and LA.

International Vibe: not has much as you would expect for a Metro our size, its understated.

Vibrancy: Not boring, but not "vibrant" compared to other medium to large cities.

^^But how do you compare the COL to cities like Houston at Atlanta. Aren't there more taxes, etc to be paid in Cali? Texas, for example is income tax free.

Sacramento Metro is 2.3 million (within 1hour is the SF/East Bay/San Jose Metro: 7.3 million)

Sacramento salaries are slightly above Houston, Dallas, Atlanta which I think makes up for the income tax. Our property tax rates are much lower than texas.

Unlike Coastal California, your income will go a lot farther in Sacramento putting you on par with places like Denver/Dallas.

Our housing costs are right about where Dallas/Denver costs are.

I looked at COL and income lists recently, I think the source was the Business Journal.

I think it's more between Houston and Atlanta for me. How does the weather compare between Houston, Atlanta and Miami? I've only been to Miami.
