NJ has ~ 1.7 Million in the Philly suburbs
DE has ~ 550K in the Philly suburbs
MD has ~ 100K in the Philly burbs
PA has about 2.8 Million in the Philly burbs
Ottawa: has 812,000 in Ontario and 319,000 in Quebec.
Lloydminster has a population of 24,000 and the Saskatchewan-Alberta border runs straight through the middle of it. So it's actually one town, not two towns with the same name. Flin Flon (pop 5,800) straddles the Manitoba-Saskatchewan border in a similar way, although it's mostly in Manitoba.
And there's international urban areas like Niagara Falls, Buffalo/Fort Erie, Detroit/Windsor and probably some small ones in other provinces.
Martinsburg, WV has suburbs in other states. (VA, MD, DC)
Well, you do have the Steubenville-Weirton and Wheeling metros that straddle the Ohio River and are in OH and WV. Huntington's metro goes into OH and KY too.

True, plus Parkersburg has suburbs in Ohio.
The Eastern Panhandle is probably one of the best examples of a major city's suburbs in another state. The state of Maryland tried to save what countryside it had left outside of DC, so they passed a ordinance that discouraged suburban growth in some areas. This caused a leap frog effect into WV, which resulted in a housing boom in towns like Martinsburg, Charles Town, and even as far west as Berkley Springs.
Savannah GA is one city that does NOT seem to have suburbs on the SC side of the River. Not sure if the land on the SC side is too swampy, or what ?
On Google Maps, it looks like there is a lot of suburban development between I-95 and Bluffton. It looks about 15 miles away from Savannah, which is far for a city of its size, but as you said perhaps the land closer in is too marshy...
