Judging by your criteria, Victoria, BC may be your best fit.

Tolerant & liberal: check
Safety: check (the worst you may encounter are drunks & panhandlers)
Beautiful: check
Friendly: check
Rednecks & gangs: not there

Your bonuses:

Weather is temperate throughout the year.
Close to Vancouver, which is diverse, fun, and often voted as one of the best cities in the world.
Good public transportation, biking, & walking.
Lots of sights to see & things to do.

Based on your criteria, Victoria is the easy choice. Best weather,most beautiful, most liberal (their member of parliament is from the NDP - a very left, progressive political party), friendliest, decent nightlife.
