For Mass:

1. Harvard
2. MIT
....after that it's really hard to put them in a specific order. So in no particular order:

Tufts
Boston College
Wellesley
Brandeis
Williams
Bentley
Amherst
Smith

..but it's also hard to ignore Bentley, Holy Cross, Mount Holyoke, WPI, Northeastern, Suffolk, Emerson...there's a lot to choose from.

You give Pitt and Penn State too much credit and Bryn Mawr, Swarthmore, and Lehigh not nearly enough.

Seems hard to determine a clear top 10

Others like Villanova, Bucknell, Franklin and Marshall, Ursinus, Dickenson or even the Curtis Institute (commonly viewed as the 2nd best arts school in America) could get some consideration

That's why it's important to separate the list by category. While there's no doubt Swarthmore is a better school than Temple, directly comparing the two doesn't make much sense.

I'll expand my original list.

Universities (Overall):
1) Penn
2) CMU
3) Lehigh
4) Penn State
4) Pitt
6) Villanova
7) Drexel
8) Temple
9) Duquesne
10) Arcadia

Universities (Balance of Program Quality):
1) Penn
2) Penn State
3) Pitt
4) CMU
5) Villanova
6) Temple
7) Lehigh
8) Duquesne
9) Arcadia
10) Drexel

Liberal Arts Colleges:
1) Swarthmore
2) Haverford
3) Bryn Mawr
4) Lafayette
5) Bucknell
6) F&M
7) Dickinson
8) Gettysburg
9) Ursinus
10) Muhlenberg

Salary data does not support your claim either.
interesting list -- I have a few Case Western Reserve friends who are starting out $75K-$85K a year. The school definitely needs a higher national ranking than only 38th.

This year, Case Western Reserve:

- Led the NATION is percent increase of applications -- up 44.5%: Applications Rise (Yet Again) at Dozens of Selective Colleges - NYTimes.com
- Huffington Post's 10 "Trendiest Schools:" The TRENDIEST Colleges
- Washington Monthly #7: washington monthly awards case western with number seven spot in national rankings

And now I see they do pretty well in salary of alumni (Beating out University of Chicago, Wash U, Northwestern, etc)
