It's California. That's where the celebs are based, after all. Any resemblance to Midwestern speech is likely to be intentional and calculated. And any match with a particular place, say Omaha or Iowa, is little more than a random accident.
The California accent is taking over, with the exception of its caught-cot merger--there seems to be a lot of resistance to that one feature.

That's the most common accent I hear on television (what I call the surfer dude accent).
That's likely because the entertainment industry is based in California.
I would probably say Colorado/Nebraska, especially since there's a school in Nebraska that teaches how to speak perfect American English.
I would not say California since most people here born after 1970 have some variant of the Valley Girl or Surfer type accents, and most older natives have a slight Midwestern twang.
