Pretty much everywhere I've been, I always see people from ages 16-22/23 working at fast food restaurants. Remember that's where most teens try to work as there first jobs, while older people have careers.
Everyplace I have stepped foot in a fast food dump is filled with teens and early 20's workers. Where are there fast food places that are NOT staffed with them?
As for better service? That all depends on the store and crew working. I have had some amazing service from teens and some downright crappy service by teens. Just like I have had the same experience with people in their 20's, 30's, 40's, 50's etc....
In the DC area 95% of the fast food workers are immigrants over 21 and many are full time. Not the part time High Schoolers that used to do the job in the 1970s.

Just about all cities have teenagers working for fast food restaurants. It is a fairly typical job for them because it can work around their schedule and doesn't require much education. It's mostly training on the job.
In big diverse cities the workers may be immigrants.
Go to a more rural area, or somewhere like WV and you will see teenagers. As for naming a city; well there is too many to name. Morgantown WV for one, but I could go on and on. Perhaps if you live in NYC or the immediate suburbs you may not see teenagers.
Washington state has mostly non teenagers working in fast food places, are minimum wage is 9.04 an hr.
