If you aren't sure, answer with your gut instinct.

In your community....

Can a person have a home office or photo studio with occasional clients (say, one a day)?

Can a person run a commercial welding operation from their garage or backyard?

Can a person run a law practice from their own home?

Can a person sell goods (say, office furniture) from their front yard?

Can a person sell discounted mattresses from their garage?

Can a person always have a few used cars outside their home for sale?

Can a person run a little restaurant out of their garage or home?

I saw all these things in Mexico, except the office-furniture-in-the-front-yard thing, which I see someone doing in the summer around here, and the mattress and car thing, which a retired relative does to earn some extra money.
