Can anybody help me?
I'm trying to find a place to live that gets snow in the winter, but still gets warm summers..
I'd also like a place that has mountains as its backdrop..
I'd prefer a place that has a population less than 100,000
Also a place that isn't crime ridden, and is still fairly safe
And also a place that is close to good shopping and several chain restaurants..

Any suggestions?

Albany, NY. Doesn't have mountains as a backdrop per se, but the mountains are pretty close by.

Spokane, WA has twice the population request... but at least, look at the towns around Spokane. Coeur D'Alene could work as well.

Check out Logan, Utah which is a beautiful college town (Utah State University) at the northern end of the Wasatch Mountain range. It's very safe (named as safest in US in 2005 and 2007) and has plenty of retail/restaurant options.
